Any final plat or subdivision located within the city’s Planning Commission’s jurisdiction shall not be approved unless the developer or subdivider shall provide the improvements specified in this subchapter, or file surety bonds with the City Clerk to ensure the actual construction and maintenance of such improvements, according to the principles and standards approved by the City Council, and contained in these and other applicable regulations.
