(A) Purpose. The purpose of the sketch is to provide for the identification and arbitration of the interests of the various parties involved in the subdivision of land.
(B) Application Prior to subdividing land, the owner or his or her representative shall request the Newcastle staff to meet informally to review a sketch of the proposed subdivision, check zoning requirements for intended use and to help answer any questions the owner might have concerning the platting process.
(C) Specifications. The sketch shall be drawn at an approximate scale of 100 feet to an inch and shall include the following:
(1) Name of the proposed subdivision;
(2) Full legal description of the proposed subdivision;
(3) Scale, north arrow and date;
(4) Name, address and telephone number of the legal owner (or agent of the owner);
(5) Name, address and telephone number of the firm and/or person(s) responsible for the subdivision design;
(6) Overall dimensions of the proposed subdivision;
(7) The proposed street and/or alley layout;
(8) Approximate typical lot dimensions;
(9) Topography (contour interval no greater than ten feet);
(10) The approximate location of adjoining streets, drainageways and subdivisions;
(11) The location of all proposed open space areas, drainageways and drainage easements; and
(12) The proposed street names.
