(A) All buildings and houses in the city shall be numbered. The City Manager shall be responsible for designating the proper numbers for houses and buildings.
(B) (1) The centerline of the present right-of- way of U.S. Highway #62 (Main Street/Meridian Avenue) from the north city limits to the south city limits shall be the dividing line east and west, and Fox Lane, also known in some areas as State Highway #130, shall be the dividing line north and south, for the numbering of houses or structures and real estate in the city.
(2) From the dividing lines and/or streets in either direction each 25 feet of land shall be known by an address number, excluding all streets and avenues. All numbers shall progress from block to block, commencing at the number 100 at the dividing lines or streets, as is herein provided, and rising toward the next 100 at the crossing of every street in any direction from the dividing lines or streets, except as hereinafter provided, and shall be numbered by even numbers on the south and east sides of all streets, and odd numbers on the north and west sides of all streets. On all streets, avenues and highways running north and south, numbering shall commence with the number 100 on the north side of Fox Lane and number 100 on the south side of Fox Lane. All streets avenues and highways running east and west shall commence with the number 100 on the east side of U.S. Highway #62 and number 100 on the west side of U.S. Highway #62..
(C) The division of 100 block separation shall be in conformity with the following provisions.
(1) U.S. Highway #62, Main Street, shall divide the 100 block east from the 100 block west. This division shall run from the north city limits line to the south city limits line.
(2) Fox Lane shall divide the 100 block north from the 100 block south. This division shall run from the east city limits line to the west city limits line.
(3) For purposes of addressing, the first mile east and west of U.S. Highway #62 shall use a calculation of 330 feet for each hundred block, which will result in 16 addressing blocks to the mile. The remaining areas to the east and west city limits lines shall use a calculation of 660 feet for each hundred block, which will result in eight addressing blocks to the mile.
(4) For purposes of addressing, the first mile north and south of Fox Lane shall use a calculation of 330 feet for each hundred block, which will result in 16 addressing blocks to the mile. The remaining areas to the north and south city limits lines shall use a calculation of 660 feet for each hundred block, which will result in eight addressing blocks to the mile.
(5) In instances where there are two short blocks on one side of the street and one long block on the other side, house numbers shall be carried across the street between the short blocks so as to conform with the numbers in the long block.
(6) Streets running easterly and westerly should, as much as possible, be numbered to correspond with the 100 block separation, as provided for herein.
(D) The Building Inspector, or a designated representative, shall designate the numbers of all houses from an atlas maintained by the office of the City Clerk, in conformity with the preceding provisions, and shall furnish the owner, occupant or agent of each house (structure) or parcel of real estate with it’s proper number. When any house is not correctly numbered, or is unnumbered, the office of the City Clerk shall give the house its proper number and notify the owner, occupant or agent of the same, and require that the number be put on the house or in a conspicuous place next to the street.
(E) In situations where the plat or pattern of the area does not fit this numbering system, the Planning Commission shall study the area and recommend to the City Council, for adoption by ordinance, an appropriate amendment to this section.
