§ 150.24 CERTIFICATE OF OCCUPANCY.
   (A)   The Building Inspector shall furnish a certificate of occupancy when appropriate work for which a building permit has been issued, is completed and has passed all inspections. The issuance of the certificate shall be considered as a part of the building permit process. No separate application for a certificate of occupancy shall be required if a building permit for the same project has been obtained.
   (B)   The Building Inspector shall determine whether or not to issue a certificate of occupancy when the certificate is requested with respect to re-opening a closed, shut-down or vacated building or operation. The request shall be by application to the Building Inspector or the office of the City Clerk. The fee for the application shall be $25. In reviewing the application, the Building Inspector shall review all appropriate provisions of the construction codes adopted by the city, as well as the city zoning regulations.
   (C)   No person, firm or corporation shall occupy any structure or facility for the first time, or re-occupy any structure or facility following a period of remodeling, reconstruction and the like, without first having obtained a certificate of occupancy, as described herein.
   (D)    In extreme circumstances, where it is revealed that undue hardship may otherwise result, the Building Inspector or Planning Director, at his or her discretion, may issue a temporary certificate of occupancy for a period of 30 days and upon payment of a fee of $100 for a residential building permit and $250 for a commercial building permit, only if there are no outstanding life safety items as determined by the Building Inspector or Planning Director. A temporary certificate of occupancy may be renewed monthly upon proper application and payment of an additional fee of $100 for a residential building permit and $250 for a commercial building permit, provided the maximum time a building may be occupied under a Temporary Certificate of Occupancy shall not exceed four months. Thereafter, a permanent certificate of occupancy must be obtained to occupy the building.
