(A) (1) There is hereby created the office of Utilities Superintendent for the city.
(2) The Utilities Superintendent shall be appointed by the City Manager and his or her appointment shall continue during good behavior and satisfactory service.
(B) He or she shall have charge of the maintenance and operation of all municipal utilities and perform the duties in connection therewith as are required of him or her by the City Manager and City Council.
(C) The Utilities Superintendent shall have no power to incur any expenditures, unless the same shall be authorized and approved by the City Manager and City Council.
