§ 32.22 BUILDING INSPECTOR.
   (A)   (1)   There is hereby created the office of Building Inspector for the city. The Building Inspector shall be appointed by the City Manager.
      (2)   His or her appointment shall continue during good behavior and satisfactory service and he or she shall not be removed from office except for cause, after full opportunity has been given him or her to be heard on specific charges.
   (B)   The Building Inspector shall be in good health and shall be physically capable of performing the duties of his or her office.
   (C)   The powers and duties of the Building Inspector shall be as follows:
      (1)   To enforce all provisions adopted by this code of ordinances, including, but not limited to, the power to initiate, in the name of and on behalf of the city and by means of the issuance of a citation or information, proceeding in the Municipal Court for the prosecution of persons for violations of ordinances within the jurisdiction the office of Building Inspector;
      (2)   To receive and process applications required by this code of ordinances;
      (3)   To review building permit applications, other permit applications and issue required certificates;
      (4)   To examine premises for which permits have been issued under this code of ordinances and make necessary inspections to see that the provision of this code of ordinances are complied with and that construction is done safely;
      (5)   To investigate, when requested by the City Manager or City Council, or when the public interest so requires, matters referred to in this codes and render written reports on same;
      (6)   To issue the notices or orders as may be necessary to enforce compliance with the adopted regulations this code, to remove illegal or unsafe conditions, to secure the necessary safeguards during construction or to require adequate exit facilities in buildings and structures; and
      (7)   To make inspections required under the provisions of this code of ordinances, or to ensure that inspections are made by his or her duly appointed assistant.
   (D)   (1)   During the temporary absence or disability of the Building Inspector, the City Manager may designate an Acting Building Inspector.
      (2)   The City Clerk may serve as Acting Building Inspector, unless the City Manager designates another person as such.
   (E)   The Building Inspector, while in the discharge of his or her official duty, shall have the authority to enter any building or premise for the purpose of making any inspection or test of the construction or equipment contained therein or its installation.
   (F)   The Building Inspector may also serve as the Electrical or Plumbing Inspector, if so designated by the City Manager.
