To ensure compliance with this chapter, before a license is granted for any massage establishment, the city shall cause an inspection to be made of the location of the establishment, the equipment and facilities and the sanitary conditions. The city’s inspector shall make a report thereof in writing, which shall be filed with and become a part of the application and renewals of the facility license.
