§ 116.09 DISCHARGE REQUIREMENTS.
   (A)    The discharge of fireworks, except at a display permitted herein, is prohibited at all times and places, except between the hours of 8:00 a.m. and 10:00 p.m. on July 2, 3, and 5, 8:00 a.m. until midnight on July 4, and on New Year's Eve from 11:00 p.m. to New Year's Day at 1:00 a.m. It shall be unlawful for any person to discharge fireworks from any public street, right-of-way, easement, or city owned property.
   (B)   The discharge of fireworks upon private property shall be unlawful unless the owner or tenant thereof is present or the persons discharging the fireworks have written permission from an owner or tenant thereof.
