(A) The City Treasurer shall be an officer of the city appointed by the City Council for an indefinite term. The City Council may provide, by ordinance, that the same person may hold both the office of City Clerk and the office of City Treasurer.

(B) The City Treasurer shall so keep his or her accounts as to show where and from what sources all moneys paid him or her have been derived, and to whom and when the moneys or any part thereof have been paid. His or her books, accounts and vouchers shall at all times be subject to the examination of the City Council.
(C) The City Treasurer shall maintain a general accounting system for the municipal government.
(D) The City Treasurer shall have further powers and duties as may be prescribed by this code of ordinances, by applicable state law or by the City Council.
