§ 113.068 ENVIRONMENTAL REQUIREMENTS AND RECOMMENDED PRACTICES.
   Any drilling of oil and gas wells, commercial and non-commercial wells, completion operations and production operations shall be subject to the following requirements:
   (A)   All oil and gas drilling related drilling and production operations shall be conducted in such a manner as to eliminate, as far as practicable, dust, noise, vibration or noxious odors, and shall be in accordance with the regulations contained herein and the American Petroleum Institute recommended practices incident to exploration for, drilling for and production of oil, gas and other hydrocarbon substances. Proven technological improvements in exploration, drilling and production methods shall be adopted as they become from time to time available, if capable of reducing factors of nuisance and annoyance.
   (B)   All engines shall be equipped with adequate mufflers. Exhaust from any internal combustion engine or compressor, stationary or mounted on wheels, used in connection with the drilling of any well or for use on any production equipment shall not be discharged into the open air unless equipped with a hospital grade muffler or equivalent control device constructed of noncombustible materials sufficient to suppress noise and disruptive vibrations and prevent the escape of obnoxious gases, fumes or ignited carbon or soot.
   (C)   The motor power for all well drilling equipment shall meet the noise requirements set forth in this chapter.
