§ 113.048 TIME LIMIT FOR PAYMENT OF FEE; EXPIRATION OF PERMIT.
   The permit fee provided for in § 113.047 shall be paid not later than 90 days after approval by the City Council of the drilling application, or prior to commencement of any drilling operation, whichever event occurs first. If the permit fee is not paid within such time, the permit shall not be issued, and approval shall be automatically cancelled and a new drilling application shall be required. The City Council may extend the time for payment beyond 90 days for good cause shown. The drilling permit shall be valid for one year from the date of issuance, and if drilling is not commenced within that time the permit shall be rescinded and a new application required.
