§ 32.15 MAYOR; VICE-MAYOR.
   (A)   (1)   The City Council shall elect one of its members as Mayor and one as Vice-Mayor.
      (2)   The Mayor and Vice-Mayor shall be elected in each odd-numbered year, at the first Council meeting held after the Council members’ terms begin, or as soon thereafter as practicable, and they shall serve until their respective successors have been elected and qualified.

   (B)   When a vacancy occurs in the office of Mayor, the Vice-Mayor shall become the Mayor for the duration of the unexpired term. When a vacancy occurs in the office of Vice-Mayor, the City Council shall elect another Vice-Mayor from among its members for the duration of the unexpired term.

   (C)   (1)   The Mayor shall preside at all meetings of the City Council and may call special meetings. The Mayor shall certify to the correct enrollment of all ordinances and resolutions passed by the City Council.
      (2)   The Mayor shall have all the powers, rights, privileges, duties and responsibilities of a Council member, and may vote on all matters that come before the City Council. The Mayor shall be recognized as the head of the municipal government for all ceremonial purposes and by the Governor for purposes of military law.

   (D)   The Vice-Mayor shall act as Mayor during the absence, disability or suspension of the Mayor.
   (E)   The Mayor and Vice-Mayor shall perform all other duties prescribed by state law or ordinance.
