The holder of any expiring license under this chapter desiring a new license shall file a written application for renewal with the City Clerk, giving all the information required by § 111.04 of this chapter. There must be filed with the application a renewal fee of $25. The fee shall be paid to the City Clerk when the application is filed and shall not be returnable under any circumstances.
   (B)   The City Council, by resolution, from time to time may change a fee to an amount not to exceed the reasonable costs of licensing and enforcement under this chapter. The renewal period shall be one year. The Chief of Police and the City Clerk, in determining whether or not to renew a license, shall be guided by the provisions relating to issuance as set forth in § 111.05 of this chapter.
