(A) The city is the owner of the public library and operates it for the benefit of the people of the city.
(B) (1) The public library is incorporated into the multi-county library system in accordance with the provisions of the state’s Library Code.
(2) The city will provide maintenance and necessary utility services of the library quarters and maintain its present operating budget until levies are passed or rejected by the voters of the county in an election called for the purpose, under the provisions of the state’s Constitution.
