(A) The city is located within a district served by a multi-county library system, established and created under the laws of the state, in accordance with the state’s Library Code.
(B) In order to form such a multi-county library district, the governing boards of McClain, Cleveland and Grady Counties, or any combination thereof, have passed a resolution of each city of 2,000 population or more, according to the latest federal census, and have enacted ordinances creating the Multi-County Library District. The governing boards of each of county have also submitted to the residents of the county a proposition for a vote of the people for a library levy, according to the state’s Constitution.
(C) The governing board of the Library District shall consist of one member to be appointed by the governing body of each city of 2,000 population or more, according to the latest federal census, and one member to be appointed by the Board of County Commissioners of each participating county.
(D) The city, jointly with other cities and counties concerned, hereby creates a Library District to include any combination of two or more of the following counties: McClain, Cleveland and Grady, and agrees to appoint one person to represent the city on the Multi-County Library Board. Additional counties may be added to the district upon their application to the state’s Department of Libraries Board.
