Upon the failure of the owner or occupant of property on which abandoned vehicles have been removed by the city to pay the unrecovered expenses incurred by the city in the removal, the amount of the unrecovered costs may be added to the municipal utility bills of the private property from which removed and recovered in the same manner as the bills.
