The owner of any vehicle seized under the provisions of this subchapter may redeem the vehicle at any time after its removal, but prior to the sale or destruction thereof, upon proof of ownership and payment to the Chief of Police or his or her designee of the sum as may be determined and fixed as the actual and reasonable expense of removal, plus storage.
