(A) City business shall be conducted at regularly-scheduled open and public meetings held in the City Hall or another agreed upon place which is open to the public on the second Monday of each month, or the next following day which is not a holiday, in the event of conflict with a holiday, beginning at 6:00 p.m.
(B) Special or emergency City Council meetings may be called by the Mayor, or by a majority of the Council members, upon the serving of notice, as required by current state law.
(C) The City Council shall establish, by motion or resolution, an order of business for the conduct of its meetings.
