(A) The local or County Health Officer, the City Manager, the Animal Control Officer or any member of the City Council, upon complaint of any person or on his or her own initiative, shall inspect any structure or place wherein an animal is kept.
(B) The local or County Health Officer, the City Manager or the Animal Control Officer may issue any reasonable order as he or she may deem necessary to the owner of the animal, to cause the animal to be kept as provided in this chapter or in a manner so as not to constitute a nuisance.
(C) The local or County Health Officer, the City Manager or the Animal Control Officer may make a complaint before the Municipal Judge against any person for violation of any provision of this chapter or for any reasonable order, but this shall not abridge the right of others to make complaints.
