(A) (1) Except as otherwise provided in this code of ordinances, all powers of the city, including the determination of matters of policy, shall be vested in the City Council.
(2) The City Council shall have, and may utilize, all of the powers granted to the municipality and the City Council by the state’s Constitution and laws.
(B) (1) The City Council shall appoint the City Manager for an indefinite term, by a majority vote of all of its members.
(2) The City Council may also suspend or remove the City Manager by a majority vote of all of its members.
(C) The relationship between the City Council and the City Manager shall be as prescribed by applicable provisions of O.S. Title 11.
