(A) The City Council shall consist and be composed of five members: a Council member from each of the city’s four wards and one Council member at large.
(B) The terms of Council members shall be staggered, so that, at any one general municipal election, the Council members from wards one and two are to be elected for four-year terms. The next general municipal election, the Council members from wards three and four and the Council member at large are to be elected for four-year terms.
(C) All Council members shall be elected for terms of four years.
