§ 30.03 GENERAL POWERS.
   (A)   The city shall have all the powers, functions, rights, privileges, franchises and immunities granted to municipalities, or not prohibited by the state’s Constitution and laws, and all the implied powers necessary to carry into execution all the powers granted.
   (B)   The city shall have the power to adopt a corporate seal and alter the same, to sue and be sued, to make contracts and to grant, extend and renew franchises. It shall have the power to issue bonds, in accordance with the state’s Constitution and laws. It shall have the power, in accordance with the state’s Constitution and laws, to accept and administer federal and state grants-in-aid. It shall have the power to ordain and enforce local legislation, consistent with the state’s Constitution and laws, for the proper organization and functioning of municipal government, for the preservation and enforcement of good government and order, for the protection of health, life, peace, safety, morals and property, for the prevention, summary abatement and removal of nuisances and otherwise for the promotion of the common welfare.
   (C)   The enumeration of particular powers of this code of ordinances shall not be deemed to be exclusive or limiting. In addition to the powers enumerated herein or implied hereby, the city shall have all powers which, under the state’s Constitution and laws, it would be competent for this code of ordinances specifically to enumerate.
