§ 30.02 FORM OF GOVERNMENT.
   (A)   The government provided for the city shall be the statutory “Council-Manager” form of government.
   (B)   All powers of the city shall be exercised in the manner prescribed by this code of ordinances, future ordinances or state law.
   (C)   This code and all future ordinances are not repugnant to the state’s Constitution and laws.
