Sewer rates to be charged for sanitary sewer usage shall be determined by water meter readings or other means utilized by the city as prescribed by motion or resolution adopted by the City Council and the Public Works Authority. The rates may be classified by whether the sewer is used by residential customers, commercial customers, industrial customers, customers within or without the city, and by other reasonable classifications, tiered classifications or sub-classifications as defined by motion or resolution.
