Each residential structure connected to the municipal sanitary sewer system shall pay an impact fee as reflected in Res. 2005-003, passed and approved by the Trustees of the Newcastle Public Works Authority on 9-20-2005, and as may be amended or modified from time to time by resolution by said Authority. In addition thereto, the city shall require an inspection of the tap on the connection by the Municipal Building Inspector and an inspection fee paid in accordance with amounts to be specified by the City Council by resolution. It shall be unlawful to use such system until the impact fee and any inspection fee have been paid and the tap has been approved by the Municipal Building Inspector.
