(A) There shall be charged, assessed and collected from each residential unit, within the city limits, a monthly amount established by the City Council and the Public Works Authority.
(B) (1) There shall be charged, assessed and collected from each commercial or industrial unit within the city limits using the refuse service of the city, a fee which shall be established by the City Council and the Public Works Authority.
(2) These fees shall be established using the following criteria:
(a) Volume of refuse collected;
(b) Number of weekly collections requested; and
(c) Time and difficulty involved in making collection.
