(A) The city, through the Public Works Authority, or authorized representatives, shall provide for the collection of garbage and rubbish from all property occupied for residential purposes once each week according to a schedule issued by the city.
(B) It shall be the duty of any person in possession or control of any property occupied for residential purposes to utilize the garbage collection service if the property is serviced or is required to be serviced by city water.
(C) It shall be the duty of any person in possession or control of any residential property which is not serviced or required to be serviced by city water to contact the office of the Manager of the Public Works Authority to arrange for use of the garbage collection service, if use of the garbage collection service is desired.
(D) It shall be the duty of any person in possession or control of any property serviced by the garbage collection system to place the containers containing garbage and rubbish in a location easily accessible to the collector.
