It is the purpose of this chapter and it is hereby declared to be the policy of the city, pursuant to the authority of the state’s Solid Waste Management Act, 63 O.S. §§ 1-2300 through 1-2419, inclusive and as amended, to regulate the collection and disposal of solid wastes in a manner that will protect the public health and welfare, prevent air and water pollution, prevent the spread of disease and the creation of nuisances, conserve the natural resources and enhance and preserve the beauty and quality of the community’s environment.
