(A) If the Judge of the Municipal Court is a licensed attorney and the trial is to the Court, the Court may impose a fine not to exceed $200.
(B) If the Judge is not a licensed attorney, the Court may impose a fine not to exceed $50.
(C) For every fine or bond forfeiture collected by the Municipal Court, the Court Clerk shall be responsible for ascertaining that all fines and costs are deposited at the appropriate times with the appropriate municipal or state agency in accordance with the then existing state law; and
(D) From and after the execution of this section the establishment of and the increase or decrease in amount of fines and court costs shall be by motion or resolution of the City Council.
