§ 150.33 DEMOLITION PERMIT.
   (A)   Demolition is the deliberate destruction of a building or other structure, or significant portion thereof. A demolition permit is required to demolish any structure that required a building permit. Structures exempt from a building permit to construct do not require a permit for destruction unless utilities have been added. The following requirements shall apply to demolition permits:
      (1)   Demolition permits are valid for 30 days but may be extended only by approval from the Planning and Community Development Department. All work is to be completed in the most expeditious manner possible. All reasonable safeguards are to be taken to protect the public during the demolition period to include traffic control.
      (2)   On completion of demolition work, the property must be returned to level grade. All impervious surfaces must be removed up to the drive approach. All debris must be removed. However, at the request of the applicant, foundations may remain for future construction if an Oklahoma licensed structural engineer approves the foundation for continued use.
      (3)   Erosion and sedimentation control is required. Contaminated wastewater may not be discharged from the property before or after demolition activities. Appropriate construction site best management practices are to be used as necessary.
      (4)   All utilities are to be marked and all utility connections are to be properly disconnected prior to commencement of work. The Planning and Community Development Department shall receive written verification of markings and release from all utility providers. A locally licensed plumbing contractor shall cap public water and sewer connections before commencement of work.
      (5)   Basements, accessory buildings, swimming pools, storm shelters, root cellars, septic systems, or other appurtenances are to be removed unless they have been authorized to remain on the property.
      (6)   On-site sanitary sewer systems shall be pumped and inspected before destruction or removal.
      (7)   Any existing water wells or propane tanks are to be properly disconnected and closed. These may be authorized to remain on the property upon approval from the Planning and Community Development Department.
      (8)   Environmental hazards must be properly addressed including but not limited to the presence of asbestos and lead paint.
      (9)   Inspections shall be requested before work commences and upon completion of demolition and removal of all debris.
      (10)   A demolition fee shall be charged as defined in Appendix A, Table 1, Line 15 of this chapter.
      (11)   Failure to comply with regulations of this chapter may result in fines as defined in § 10.99 this code of ordinances.
