§ 38.06 EMERGENCY OPERATIONS PLAN.
   (A)   A comprehensive emergency operations plan shall be adopted and maintained by the City Council upon the recommendations of the City Manager and emergency management director. In the preparation of this plan as it pertains to city organization, it is the intent that the services, equipment, facilities and personnel of all existing departments and agencies shall be utilized to the fullest extent. When approved, it shall be the duty of all municipal departments and agencies to perform the functions assigned by the plan and to maintain their portion of the plan in a current state of readiness at all times. The emergency operations plan shall be considered supplementary as to this chapter and have the effect of law whenever a disaster, as defined in this chapter, has been proclaimed.
   (B)   The Emergency Management Director shall prescribe in the plan those positions within the disaster organization, in addition to his or her own, for which lines of succession are necessary. In each instance, the responsible person will designate and keep on file with the Emergency Manager a current list of three persons as successors to their position. The list will be in order of succession and will as nearly as possible designate persons capable of carrying out all assigned duties and functions.
   (C)   Each service chief and department head assigned responsibility in the plan shall be responsible for carrying out all duties and functions assigned therein. Duties will include the organization and training of assigned city employees and volunteers. Each chief or department head shall formulate the standard operating procedures and guidelines necessary to carry out the assigned duties and functions.
   (D)   Amendments to the emergency operations plan shall be submitted to the City Manager. If approved, the City Manager will submit the amendments to the City Council with his or her recommendation for their approval. Following City Council approval, such amendments shall take effect 30 days from the date of approval, unless an emergency exists and is declared, at which time the approved amendments shall become effective immediately.
   (E)   Other plans relating to emergency and disaster mitigation, preparedness, response and recovery may also be adopted and maintained as deemed necessary.
