§ 37.11 CITY DEPARTMENTS.
   (A)   In the statutory Council-Manager form of government, there shall be a Police Department, a Fire Department, a Department of Law and other administrative departments, offices and agencies as the City Council may establish.
   (B)   There shall be a Police Department, the head of which shall be the Chief of Police.
   (C)   There shall be a Fire Department, the head of which shall be the Fire Chief.
   (D)   There shall be a Department of Law, the head of which shall be the City Attorney.
   (E)   There is hereby established a Civil Defense Department under the executive branch of the city government, which shall consist of a Civil Defense Director and a Civil Defense Advisory Committee. The purpose of the Department shall be to be prepared for, and function in the event of, emergencies endangering the lives and property of the people of the city and to perform all functions necessary and incident to the protection of the lives, health and property of the citizens of the community.
