§ 37.08 PARKS AND RECREATION BOARD.
   (A)   There is hereby created a Parks and Recreation Board. The number of members, their duties and responsibilities and their terms shall be determined by the City Council from time to time by resolution. Members may be removed by the City Council at any time, with or without cause.
   (B)   The Parks and Recreation Board shall perform the following acts:
      (1)   Meet and elect the Chairperson, Vice-Chairperson and Secretary who shall preside over meetings and maintain records;
      (2)   Establish meeting dates and times;
      (3)   Make rules and regulations governing the parks and recreation facilities, subject to approval thereof by the City Council; and
      (4)   Advise the City Manager of the need for construction, care, management and developments of all city parks and recreation areas.
