§ 37.04 GRIEVANCE COMMITTEE.
   (A)   (1)   There shall be the Grievance Committee consisting of five members appointed by the City Manager for overlapping three-year terms. They shall be chosen with a view to their sound judgment and their fairness to both the people of the city and the officers and employees of the city. The Committee shall serve as an advisory body to the city on personnel matters and problems.
      (2)   The term of one member shall begin July 1 in every year. The original members shall be appointed so that the term of one will expire at that time in each of the first three succeeding years. The City Manager, after adequate opportunity for a hearing, may remove a member for the good of the service. The City Manager shall fill vacancies for the unexpired terms members shall serve without compensation. Membership shall consist of two representatives from labor, two representatives from management, and one neutral representative. All members shall be officers or employees of the city.
   (B)   At the time prescribed for the beginning of the term of a newly-appointed member, or as soon thereafter as practicable, the Board shall elect the Chairperson, the Vice-Chairperson and the Secretary. The Secretary need not be a member of the Board. The Board shall determine the time and place of its regular meetings, and the Chairperson or two members may call special meetings. The Chairperson shall have power to administer oaths and affirmations. Additional powers and responsibilities shall be as prescribed by ordinance of the City Council.
