§ 37.02 PLANNING COMMISSION.
   (A)   There is created the Planning Commission to be composed of at least five members. The Mayor, the City Manager and the City Clerk shall serve as ex- officio members of the Commission, without voting powers.
   (B)   (1)   Upon the initial appointment of members to the Planning Commission, the Mayor shall designate one member of the Planning Commission to serve for a period of one year, two members to serve for a period of two years and two members to serve for a period of three years.
      (2)   All subsequent appointments of members shall be for a three-year term, and until their successors are appointed and qualified.
   (C)   The members of the Planning Commission shall be nominated for appointment by the Mayor and confirmed by the City Council, shall be residents of the city and shall serve without salary.
   (D)   (1)   Members of the Planning Commission may be removed by the City Council for inefficiency, neglect of duty, malefaction in office or other cause established by resolution of the City Council.
      (2)   Vacancies occurring other than through the expiration of a term shall be filled only for the unexpired term by the City Council.
   (E)   (1)   Within five days of the appointment and qualification of the members of the Planning Commission, the Commission shall meet and elect one of their number as Chairperson, one as Vice- Chairperson and one as Secretary.
      (2)   In addition, the Planning Commission may create and fill the other offices as it may deem necessary. The term of all offices shall be one year, with eligibility for re-election.
