The provisions of this chapter shall be interpreted to be and applied as the minimum requirements for the promotion of the public health, safety, comfort, morals, convenience and general welfare. The City Plan Commission has given careful consideration to the probable future use of land in the area affected by this chapter, and has had prepared a Comprehensive Land Use Plan showing the future development of this area which has served as a guide in the preparation of this chapter.
