(A) In the event of an emergency wherein extra taxicabs would be necessary for the transportation of passengers, and subject to the approval of the Clerk-Treasurer, temporary operating permits, good for seven days from and including the date of issuance, may be issued to the applicant upon the proper application for and upon the payment at the time of the application of a fee of $5 for each temporary operating permit, the same to apply only to taxicab operators having theretofore secured the regular city license for the operation of a taxicab service; provided, however, each vehicle had been issued a certificate of inspection.
(B) In the event of any disaster or emergency such as flood, riot, war, evacuation, or any such catastrophe, the Clerk-Treasurer shall have the right to suspend the foregoing requirement for temporary operating permits during the emergency.
