There is created and established a City Plan Commission for the city, to consist of seven members. Four members shall be appointed as citizen members by the Mayor of the city, not more than two of whom shall be members of the same political party. The Building Commissioner, the Director of Public Works, and the President of the Common Council shall also be members of the Plan Commission as Council appointees.
