Any passenger in a taxicab who violates any law, ordinance, or rule of the Board of Public Works and Safety or the County Board of Health, may be ejected from that vehicle by the driver thereof. If the passenger has paid his fare in advance the driver shall return to him the unearned balance of the fare.
