§ 114.22  WHEN FARES NEED NOT BE PAID.
   (A)   In case any vehicle used as a taxicab becomes disabled for any reason, or there arises such a condition that the driver is unable to convey the passenger in whose employ the vehicle may be at the time of the disability, and the disability cannot be remedied so that the carriage of the passenger may be continued within 15 minutes, no fare shall be charged or collected for any service rendered up to the time of the disability.
   (B)   If the passenger elects to remain in the vehicle or continue the employment after the disability is remedied, full rates for the distance or time traveled shall be charged as if no disability had occurred.
