Violations of §§ 98.60 through 98.68 shall be punishable by a fine of not less that $100 per violation nor greater than $250 per violation. At the discretion of the court, or city officials charged with the enforcement of §§ 98.60 through 98.68, community service may be substituted in lieu of payment of the fine. Said community service must be for a duration of not less than four hours nor greater than 16 hours and must be performed within the corporate limits of the city.
