The city shall have the power to compel the owner of a lot or parts of a lot, in the city, abutting on any sidewalk, street, or alley, to repair the sidewalk in front of his lot or part of lot and to properly safeguard the sidewalks, street, or alley, against the dangerous conditions named in § 98.30(A).
