When application is made to the Building Commissioner for the permit required by this subchapter, the location of the excavation or drilling shall be given, together with its approximate size and depth and the purpose of the excavation or drilling. The Building Commissioner may inspect the street or alley before issuing such permit should he deem it advisable and within the best interests of the city.
