Any occupant of a building within the limits of the city is prohibited from depositing rubbish, paper, dirt, or other waste material upon the sidewalks, streets, and gutters of the city. Any person who shall be found to have deposited any such rubbish, paper, dirt, or other waste material, shall be notified by the Chief of Police to cease and desist such practices and upon a second or subsequent violation of this section, shall be deemed to be in violation of this chapter, without further notice as required in§ 98.05(B).
