The Commission shall elect from its membership at its first meeting and thereafter at its April meeting a chairman, vice-chairman, and secretary. The Commission shall meet once each month and hold special meetings as the chairman deems necessary. The expenses for carrying on the Commission's activities shall be paid out of funds in the city treasury.
