They shall be appointed by the Mayor with the advice and consent of the Common Council. Of the 15 members first appointed, five shall be appointed for one year, five for two years, five for three years. Thereafter each appointment shall be for a term of three years. If a member dies or resigns, his successor shall be appointed to serve for the unexpired period of the term for which the member had been appointed. The Mayor may remove Commission members for cause but for no other reason.
