Any cases of alleged discrimination by the city shall be referred to the Equal Employment Opportunity. Within 30 days, the Equal Employment Opportunity shall gather facts and convene the human rights committee to discuss the matter. The human rights committee shall gather the parties involved in an attempt to resolve the matter. If this effort is unsuccessful, the human rights committee shall forward the matter to the State Civil Rights Commission.
