(A) Upon acceptance of the license application and fee, there shall be issued to the applicant a durable tag stamped with an identification number and month of expiration.
(B) Animals must wear such tags at all times when off the premises of the owner, or on the real property of the owner but not under restraint.
(C) The licensing agent shall maintain a record of the identifying number of all tags issued.
