§ 31.12  CLERK-TREASURER; DUTIES.
   The offices of the City Clerk and City Treasurer are hereby abolished.  The Clerk-Treasurer shall perform all duties now provided by law for the office of City Controller, and shall perform all duties now provided for by law for the office of the City Clerk and the office of the City Treasurer.  However, the County Treasurer shall collect all civil and school taxes and make settlement for the same.
