(A) In case of transfer of ownership of a bicycle, the person to whom it is transferred shall immediately have it registered in his name. The fee for such transfer of ownership registration shall be the same as for an original registration.
(B) When a registered bicycle is dismantled, destroyed, or otherwise removed from operation, the person in whose name the bicycle was registered shall report that fact to the Police Department forthwith.
